I was thinking that the signature wraps and ferrules look a lot like an 8' 1934 Heddon 13 that I have, only in reverse wrap colors. Looks like the same cedar insert. The winding check looks different from what I remember for I'm at work.

That could be a Bristol era Edwards rod made for PHY. The ferrules and wrappings above the grip look reminiscent of Bristols I've owned.
